It covers the clutch fork where it passes through the transmission housing at the slave cylinder connection point. When it's torn or missing, dirt and debris get into the transmission housing and wear down the clutch fork pivot and slave cylinder rod. It's a cheap part that's easy to miss during a clutch job, but replacing it keeps contaminants out of the bellhousing.
