On a direct injection car that low pressure pump feeds the high pressure pump that actually fires your injectors, so if it can't keep up, nothing downstream can either. Why The Factory Pump Becomes The Bottleneck
Two pumps are in play on these engines. The high pressure pump on the motor builds the pressure your injectors need, but it can only work with what it's fed, and that feed comes from the in-tank low pressure pump.
Honda sized that pump for a stock car. Add boost, step up injectors, or switch to E85, which burns significantly more volume than gasoline, and you're asking for far more fuel than it was built to move. It maxes out, the high pressure pump starts running short, fuel pressure drops, and your tune pulls power to protect the engine. Where This Fits In Your Fuel Plan

If you're chasing serious power, you'll eventually be looking at the high pressure pump and injectors too. The order matters though, and the low pressure pump is usually where you start, because there's no point feeding a bigger HPFP from a supply that's already maxed out. Get this sorted first and the rest of your fuel path has something to work with.
Plan For Tank Access
One practical note. Replacing an in-tank pump means getting to the fuel pump assembly, which depending on the car means dropping the tank or working through an access panel. It's not difficult, but it's a job, not a fifteen-minute swap.
Run the tank low before you start so you're not dealing with a full tank of fuel, and take the usual precautions around an open fuel system. If you're not set up for that, it's a reasonable one to hand to a shop.
