Don't try to use bolts or screws instead of the rivets. They won't hold the cover tight enough and it'll wiggle around while you're driving. A loose pedal cover's a safety issue. Your foot can slip and you're not able to control the pedal properly. When you're riveting the cover on, make sure all three rivets are set flush. If one's loose or sticking out, redo it. After you've installed the cover, press on it with your hand and make sure it's not moving. If it shifts at all, the rivets aren't set right. Pull it off and start over. Before you install the new cover, look at your actual pedal arm underneath. If your old cover was completely worn through and you've been pressing on bare metal for a while, the pedal arm might have grooves worn into it. If the pedal surface is damaged, the new cover won't sit flat and it won't rivet properly. You'll need to replace the whole pedal assembly.
